How to Enable Copilot in Power BI

Navigate to the Fabric Admin Portal

Go to Tenant Settings under the Fabric Admin interface.

Enable Copilot and Azure OpenAI Features

Under the Users section, toggle “Users can use Copilot and other features powered by Azure OpenAI” to Enabled.

(Optional) Regional Data Processing

If Azure OpenAI is not available in your region, enable the setting:

“Data sent to Azure OpenAI can be processed outside your region.”

Activate Standalone Copilot Experience

To allow users access to the dedicated Copilot interface, enable:

“Users can access a standalone, cross-item Power BI Copilot experience (preview).”

Apply Changes and Assign Access

Save your settings and, if needed, assign access to specific security groups to control usage.

Important Notes on Copilot Availability

  • Copilot is enabled by default in many Microsoft Fabric tenants. However, administrators retain full control and can turn it off if needed.
  • Starting September 2025, the standalone Copilot experience will be enabled by default—but only in tenants where Copilot is already active.

 

Prerequisites for Enabling Copilot in Power BI

To ensure a smooth and effective rollout of Copilot, the following prerequisites must be met across licensing, permissions, region availability, and feature settings:

Licensing & Capacity

  • Requires Power BI Premium capacity (P1 or higher), or
  • Microsoft Fabric paid capacity (F2 or higher), or
  • A dedicated Fabric Copilot capacity.

 

Permissions

  • Users must have Admin, Member, or Contributor access to at least one workspace hosted in the appropriate capacity.

 

Supported Regions

  • The tenant must reside in a region where Microsoft Fabric and Azure OpenAI services are available.

 

Preview Features

  • In Power BI Desktop, enable Copilot by navigating to:
  • File → Options → Preview Features → Enable Copilot (preview)

 

Current Limitations of Copilot in Power BI

Copilot is not supported using the App Owns Data model in Power BI Embedded environments.
