How Generative AI Is Driving Vision 2030 in Saudi Arabia

When Vision 2030 was launched in Saudi Arabia back in 2016, the goal was to create a detailed description of an incredibly bold attempt to reduce the economy’s dependence on oil production and revamp it on a knowledge-, data-, and ideas-based footing. Nearly a decade later, it has become clear that technology powers most of this change. 2026 has been declared the Year of Artificial Intelligence by the Cabinet, and generative AI has gone from a novelty to one of the major drivers of the initiative.

In the country, AI companies have received $9.1 billion in investments, government spending on emerging technologies has increased by more than 56% in a year, and the Kingdom has been rated number one in the world for its government’s AI strategy. It is expected that by 2030, AI will bring over $320 billion to the Middle East economy. However, it is not enough to make a difference in the economy. Generative AI has progressed far beyond the pilot phase in the Kingdom. Now, it finds its place in industries. The Saudi Data and AI Authority, which is part of the Ministry and reports directly to the Prime Minister, speaks of the importance of this topic. It has created a National Data Lake which integrates more than 430 government systems. This is the kind of work that makes or breaks the future usefulness of generative technology for the country. Healthcare benefits from the Ministry of Health’s virtual hospital, the largest in the world, and public services have been completely redesigned thanks to AI’s ability to draft, summarize, and communicate in Arabic properly.

An owner rather than a consumer

What distinguishes Saudi Arabia’s approach is that it does not aim to import technology from other countries. Thanks to the state-sponsored AI company, which started its work in 2025, the Public Investment Fund creates its own data centers, runs its models, and enters into deals with major chipmakers and cloud providers around the world worth tens of billions of dollars. The target is 1.9 gigawatts of compute power by 2030. However, this requires the workforce, which is precisely why the millions of participants are opting for the national SAMAI training program.

There is also care taken in the implementation of this plan. The country has adopted the Personal Data Protection Law, which is based on international standards, has become the first Arab country to join the Global Partnership on AI, and hosts the Center for AI Ethics in Riyadh, which UNESCO supports. The guardrails are being created in parallel with the technologies, and not as an addition to them.
