Enterprises rarely need to solve architecture and metrics simultaneously across every agent on day one. A staged path keeps the investment proportional to what has actually been proven.

• Phase 1 — Instrument one agent end to end. Wire up LLM-level tracing and a basic cost and usage dashboard before adding a second agent. No optimization yet — the goal is a truthful baseline.
• Phase 2 — Formalize the architecture. Separate orchestration, tool, and memory concerns explicitly; define the permission scope of every tool an agent can call; introduce model routing by task complexity.
• Phase 3 — Add the quality and trust layer. Stand up a recurring evaluation pipeline for hallucination and relevance scoring, starting with the one or two metrics the business cares about most.
• Phase 4 — Operationalize governance. Apply RBAC, budget guardrails, and policy-as-code, and establish a recurring cross-functional review where engineering, finance, and governance look at the same dashboard.

The order matters more than the speed. An enterprise that skips straight to a fleet of forty agents without Phase 1’s instrumentation is not moving faster — it is accumulating architectural debt it will have to repay with interest once something goes wrong in production.
