REACH affects to all the manufacturers, importers and downstream users of chemicals including:
- EU Manufacturers and Importers of substances, either on their own or in preparations/articles.
- Non-EU Manufacturers and Importers who directly or indirectly place their substances/preparations in the EU.
- Downstream users of REACH liable substances need to inform specific substance uses to respective suppliers.
- 30,000 and 100,000 substances are estimated to be REACH liable.
- Around 1,500 substances are likely to meet the "SVHC" criteria.
- Provisions on classification, labeling, authorization and restrictions are applicable to all substances manufactured or placed on the EU market regardless of volume if found dangerous.
- Registration requirements apply to substances manufactured or imported in quantities above one tonne per year per legal entity per use.
- New substances and any that fail to be accepted as "phase-in" substances must meet registration requirements under REACH with immediate effect. The data to be submitted depend on the tonnage being produced or imported.
